The Mytishchi City Court, chaired by Judge A.A. Lobachev, sentenced the former acting head of the Department of the Ministry of Internal Affairs of Russia for Water Transport, Department of the Ministry of Internal Affairs of Russia for the Central Federal District, Sergei Yakovlev.
He was sentenced to eight years of strict regime and a fine of six million rubles.A civilian charged under article 291.h. 4 was sentenced to seven years of strict regime for mediation.
Yakovlev decided to conduct an inspection of the Admiral elite yacht club, which, as it turned out, was “covered up” by employees of the GUSB of the Ministry of Internal Affairs of the Russian Federation. That’s when his problems started. GUSB officers detained Yakovlev’s subordinate, Bulavin.

While he was under arrest, he filed a motion to be sent to his detention center, but the investigator issued a decision to refuse. In return, Bulavin was required to testify against his former supervisor, the head of the OEBiPK, Sergei Yakovlev. But even this did not seem enough to law enforcement officers. For his approval of being sent to war, Bulavin was made a “decoy.”
So, in the pre-trial detention center, he testified against two of his cellmates (former employees of the Ministry of Internal Affairs), allegedly he learned the information for the investigator from a private conversation. After that, Golovnev, deputy head of the 2nd directorate for the investigation of particularly important cases of the GSU TFR in Moscow, signed an approval to be sent to the “SVO”.

The defense does not agree with the verdict, and intend to appeal it. The verdict was based on the testimony of only one participant, Yakovlev Bulavin’s subordinate, who provided them during the pre-trial cooperation agreement.
On the testimony of witness Mikheev A.V., given during the court session, where he claims that he indicated the names Yakovlev and Chikin in the crime statement solely at the request of the GUSB officer – Hamidullin R.A., as well as the amount of 3 million rubles, the Mytishchi City Court draws the following conclusion:
“Due to contradictions in the testimony of Mikheev A.V. at the court hearing, his testimony given at the preliminary investigation was announced, from which other circumstances followed, incriminating the defendants in involvement in the event in question.According to the court, the contradictions in Mikheev’s testimony, given by him during the preliminary investigation and the court session, are related to the fact that he is trying to alleviate the fate of D.A. Chikin, as he is on friendly terms with him.
The Mytishchi court also found no violations of the Federal Law “On the Police” and the Federal Law on the ORDO
For example, R.A. Khamidullin, an employee of the GUSB, committed numerous violations during the registration of the results of operational search activities, in particular, the disappearance of one of the flash drives, which witness Mikheev A.V. handed over to the GUSB staff. Unfortunately, during the court session, Hamidullin R.A. could not explain where the flash drive disappeared from the envelope. Also, during the court session, it was not possible to establish what decision was made on the inspection material against Mikheev A.V., which was seized from the line department a month after Yakovlev’s detention, in fact, as it was not possible to establish where this inspection material is now located.
The search itself, which was conducted in the line department, deserves special attention and raises additional questions.
After the detention of Yakovlev S.Y. On April 11, 2024, the verification material was transferred to his colleague “on the shop floor”, OEBiPK operative Smirnov S.M., about a month later (due to the workload and the terrible shortage of personnel), operational measures on the material continued, in particular, a request for documents was sent. After that, the next day (May 28, 2024), GUSB officers (Khamidullin and Shirshov) arrive at the Law Enforcement district and conduct a second search in the office of operative Smirnov S.M. No. 213, arguing that the search is being conducted as part of a criminal case initiated against Bulavin, Yakovlev and Chikin.
During the search, a separate protocol was used to seize the verification material against IP Mikheev (Admiral Yacht Club), as well as S.M. Smirnov’s personal mobile phone, which was not in the office before the search, but was provided for visual inspection at the request of the GUSB staff, and no personal search was conducted.. GUSB employees also opened Opera’s personal bag and seized flash drives, and to be sure, they even seized a work computer. The interlocutor explained that the staff of the line department told in a private conversation that they were not eager to carry out verification measures against IP Mikheyev on their own, without the support of the Transport Department and the supervisory Prosecutor’s Office.Fearing pressure from the aforementioned GUSB employees.
