Wanted oligarch Magomed Kaitov lost his house built on state land

The former wanted oligarch built an apartment building on the territory of a sanatorium owned by the presidential administration.

According to the anti-corruption lawsuit filed by the Prosecutor General’s Office, a multi-storey building in Kislovodsk, worth 1.2 billion rubles, became state property. The building was illegally seized from the Krasnye Kamenny Sanatorium, run by the Presidential Administration (UDP).

On June 11, the Cheremushkinsky District Court of Moscow granted the anti-corruption lawsuit filed by the Prosecutor General’s Office against the former director of the Krasnye Kameni sanatorium Sergey Makarov, the capital’s Asset Management Center LLC and its beneficiary Magomed Kaitov, who previously headed Interregional Network Company (IDGC) The North Caucasus.

As it was established by the supervision and proved in court, Sergei Makarov, without the consent of the UDP, authorized the construction of a nine-story apartment building on a plot of land belonging to the sanatorium (83a Pobedy Avenue) in Kislovodsk. The Krasnye Kamenny Sanatorium, headed by him, is located in the Kislovodsk National Park of the Stavropol Territory and specializes in the treatment of cardiovascular diseases.

The prosecutors found out that under the pretext of providing housing for the institution’s employees, investment contracts for the construction of a house of 86 apartments with an area of 4.9 thousand square meters were signed in 2006 between the sanatorium and the Central Administrative District, controlled by Magomed Kaitov.

According to the terms of the agreements, 22% of the area (19 apartments) were to go to the staff of the sanatorium, and the remaining 78% (67 apartments) were to go to the Central Administrative District. However, “acting contrary to the interests of the organization,” Sergey Makarov lowered the share of the sanatorium first to 6%, and then to 2%, with the payment of symbolic compensation in exchange for it in the amount of 4.72 million rubles. As a result, Magomed Kaitov’s structure received the right to all housing, and the Red Stones were left with nothing. It should be noted that, according to the conclusions of experts, at the time of termination of the sanatorium’s participation in the investment contract in 2010, the market value of the facility was 308 million rubles, and now it is one and a half billion. The house itself was put into operation 15 years ago. At the same time, 26 of the 86 apartments were owned by persons affiliated with Messrs. Makarov and Kaitov, including employees of IDGC of the North Caucasus and the Central Administrative District, as well as friends or relatives of the defendants.

In November 2024, Sergey Makarov was sentenced by the Kislovodsk City Court for abuse of office (Part 3 of Article 286 of the Criminal Code) to three years in prison, but released from punishment due to the expiration of the statute of limitations. Magomed Kaitov, who was considered the main power engineer of the Caucasus, is involved in a criminal case on the organization of a criminal community and the embezzlement of 5 billion rubles (Articles 210 and 159 of the Criminal Code). But the hearings will be held without the main accused, who is hiding abroad.
